Emmanueler Ewurabena Quaye is a dual-licensed attorney in Ghana and the State of New York, with a broad legal background spanning both local and international jurisdictions. With a solid foundation in commercial law, capital markets, public financial management, and cross-border transactions, she brings over a decade of experience navigating complex legal frameworks at the intersection of government policy, corporate finance, and international business. Ranked highly by Legal 500, she is known for her winning negotiation strategies, excellent research skills, and her ability to work seamlessly across fast-paced, multi-jurisdictional environments.
She currently serves as Legal Counsel at Ghana’s Ministry of Finance, where she advises on national policy implementation, negotiates public-sector projects, and ensures legal compliance across the Ministry, other Ministries, Departments, and Agencies. Her work includes drafting legislation, shaping legal opinions on high-stakes litigation matters, and contributing to sound financial governance through value-for-money audits on public projects.
Prior to this, Ewurabena was a Senior Associate at a leading law firm, where she led advisory teams on multimillion-dollar cross-border transactions. She provided legal and regulatory counsel to governments, multinationals, private equity firms, and high-net-worth individuals, especially in the areas of mergers and acquisitions, corporate restructuring, and infrastructure development. Her advisory portfolio includes landmark contributions to the Ghana-Burkina Faso Railway Interconnectivity Project and the $180 million investment in the Enterprise Insurance Group by Leapfrog Strategic African Investments. Her international legal practice has been with top American law firms in New York, where she reviewed billion-dollar transactional documents, advised on complex regulatory matters, and collaborated on merger and antitrust cases involving Fortune 500 companies. Some of her notable transactions include the $675 million merger between Rouse Properties Inc. and an affiliate of Brookfield Asset Management Inc.; the proposed merger between Caesars Entertainment (the world’s most diversified casino entertainment provider) and Caesars Acquisition Company and the $108 billion acquisition of SABMiller Plc by Anheuser-Busch InBev.
Passionate about human rights and community service, Ewurabena served as a pro bono attorney with the Sanctuary for Families Immigration Intervention Project in New York, where she supported asylum applicants and provided culturally grounded legal guidance. She also worked with CHRALER in Ghana, offering free legal aid to indigent communities and conducting public outreaches on constitutional rights.
Ewurabena earned her Master of Laws (LL.M.) degree from Columbia Law School in New York, a Qualifying Certificate in Law from the Ghana School of Law, and her LL.B. degree from Kwame Nkrumah University of Science and Technology. She is an alumna of Wesley Girls’ High School in Cape Coast.
She is a notary public, and a member of the Ghana Bar Association, the New York State Bar Association, the Young International Arbitration Group, and Africa International Legal Awareness. Her work has been published in the ECGI Corporate Governance Review and the Doing Business in Ghana Legal Guide.
