Evelyn Mawuse Amesame is a seasoned governance and legal professional with extensive experience in legislative drafting, policy development, and institutional advisory within the Parliamentary Service of Ghana. She is widely recognized for her expertise in shaping legislative frameworks, guiding procedural reforms, and advising key decision-makers on constitutional and regulatory matters that strengthen democratic governance.
Currently serving as Executive Secretary to the Clerk to Parliament, Evelyn coordinates and oversees legislative and procedural guidance to the leadership of Parliament. Her work ensures that legislative instruments, agreements, and committee outputs are constitutionally sound and procedurally robust. She leads the drafting of high-level correspondence, procedural notes, and policy briefs in line with parliamentary standards, while mentoring junior officers in legislative drafting and procedural compliance.
From 2020 to 2023, Evelyn worked as a Procedural Officer in the Legislation Office, where she contributed to the drafting and scrutiny of both primary and secondary legislation. Her work focused on ensuring that bills aligned with constitutional mandates, while also developing procedural manuals and training materials to enhance institutional efficiency. In her earlier role as Sub-Editor in the Department of Official Reports, she edited and proofread parliamentary proceedings for accuracy and clarity, supported training initiatives, and provided procedural opinions on matters of parliamentary practice.
Evelyn’s legal career also includes courtroom and advisory experience, having trained as a Legal Associate with the firm Obeng-Sakyi, Sogbodjor & Co., where she drafted legal documents, advised on compliance, and represented clients before judicial and regulatory bodies.
She holds a Bachelor of Laws (LLB) from the University of Ghana and was called to the Bar in 2018 after completing her legal professional training at the Ghana School of Law. She also holds a Bachelor of Arts in English from Kwame Nkrumah University of Science and Technology. Her professional development includes specialised training in legislative drafting from both the Parliamentary Training Institute of Ghana and the Parliament of India, along with certifications in Governance, Risk and Compliance Management from Crown Agents UK, and a regulatory compliance specialisation from the University of Pennsylvania.
