Henry Bukari

Board Member

Henry Bukari is an accomplished insurance executive and governance expert with over 25 years of progressive leadership across the insurance, financial services, and public policy sectors in Ghana and the West African sub-region. He currently serves as Managing Director of Phoenix Insurance Company Limited, where he provides strategic leadership, operational oversight, and market guidance to drive the company’s vision and long-term profitability.

At Phoenix, Henry has led major organizational transformation initiatives, strengthened technical operations, and positioned the company as a trusted name in underwriting, claims, reinsurance, and risk management. He previously served as General Manager for Technical Operations, and earlier as Chief Manager for Underwriting, gaining comprehensive hands-on experience in core insurance functions. Prior to joining Phoenix, Henry held senior management roles at SIC Insurance Company Ltd, where he directed departments including Accident, Sales and Marketing, and Health Insurance. He also played a pivotal role in setting up and managing SIC’s private health insurance unit, coordinating systems development, provider networks, and corporate client acquisition.

Henry’s early career includes brand management and international market expansion experience with FanMilk Ghana Ltd, where he was instrumental in establishing operations in Côte d’Ivoire and launching new product lines in the Ghanaian FMCG space. He began his professional journey as a Research Assistant at Ghana’s Ministry of Education, grounding him in policy, public engagement, and institutional development.

He holds a Bachelor of Arts degree in Political Science and Sociology from the University of Ghana, and a Master of Business Administration from the University of Leicester in the United Kingdom. He is a Barrister-at-Law, having been called to the Ghana Bar, and is a Fellow of the Chartered Insurance Institute of Ghana. Internationally, he holds an Advanced Diploma from the Chartered Insurance Institute UK and is recognized as a Chartered Insurer.

Henry has participated in extensive executive training and technical development programs across Africa and beyond, including specialized seminars on oil and gas insurance, reinsurance, bancassurance, and engineering underwriting in countries such as Zimbabwe, Nigeria, Tanzania, Mozambique, and the UK. His professional development is reinforced by attachments and advanced courses from institutions like the University of Texas and the West African Insurance Institute.

Regionally, Henry is deeply involved in insurance integration and governance across ECOWAS. He has served as Board Chairman of the ECOWAS Brown Card Insurance Scheme Ghana Bureau, Vice Chairman of the Council of Bureaux, and most recently, as Chairman of the Council of Bureaux from 2023 to 2024. He has been a resource person to the ECOWAS Commission in Abuja for insurer and broker selection, and is currently an Executive Council Member of the Ghana Bureau of the Brown Card Scheme.

He serves on several current boards, including the Ghana Insurers Association, Phoenix Health Insurance Company, AIDEC Holdings, Ghana Insurance College, and the West African Insurance College in The Gambia. His previous board roles have included national and regional insurance bodies where he contributed to regulatory reform, capacity development, and strategic integration.

Henry is also an active committee member across several industry and regulatory groups, including the Ghana Insurers Association’s Technical and Legal Committees, the NIC’s ad hoc working group on the new Insurance Bill, and the GIID Technical Committee on data governance for the insurance industry.

With strong analytical, communication, and business development skills, Henry is known for his ability to lead high-performing teams, win new business, and represent institutions at the highest levels of public and private sector engagement. He has a working knowledge of French, is comfortable with modern business tools, and continues to be a driving force in shaping the future of insurance in Ghana and across West Africa.
